Someone who can use fluent English or can speak English well enough to communicate, sub count doesn't matter cos we both would be getting a expose..
Around let's say 50 or 100 subscribers would be good enough, and yes I know I'm 4 subs only but, still...
Collaboration shouldn't be about subs, but having fun, anyways, my YouTube channel is in my signature, videos should be around 10-15 minutes per Episode, but we will record an hour or 2 in advance.
