I bought an intro from this person and I paid but never received it. They always tell me the programmed crashed. It's been around 2 or 3 weeks I believe. I try to contact them but they never answer me.

This is why you should always do research before using a service, especially paid ones. Also, BUYING an intro? Seriously?

It's a touchy subject, but if a designer won't accept payment *AFTER* they do the work, watch out.
Otherwise, maybe a "half now, half after" would work.
If nothing else, ask to see published work before you take on a paid project.
Can never be too safe these days, with all the scams online.
Sorry for the loss, if you never receive your intro :(

They did send a picture of them working on it but I don't know what happened

Always a good start; I like to stay up-to-date with my clients, showing in-progress and concept changes as we go.
But it's imperative you see examples of their work for other clients too - maybe even contact them and ask about their experience with said artist if you're still iffy.
Either way, I hope your designer pulls through. If nothing else, I suppose it's a lesson learned the hard way :(. I'm sorry.
