i listen to this rapper named futuristic, he raps to cyphers that are created by other people, will that get copyrighted if i use the instrumental version of the cypher?

You have to make sure it's free of copyright if it's not your own. If those people gave him permission doesn't necessarily mean you have permission.
It's a pain but you gotta dig for info and even contact the owners if you have to.
