I don't watch videos in 60 frames per second often, maybe it's just because it's slightly newer and I've been so used to 30 fps but honestly, videos look fine at even 24 frames per second, that's the movie industry's standard actually.
Higher frame rates is technically more impressive and matters a lot in video games but for media like videos, 60 frames is definitely higher than the current standard.
I'm sure people will start getting used to higher frame rate videos in time but for the time being, I'd suggest 1920x1080 at 30 frames per second. I think it'll reach a larger part of your audience!
