Someone else here on the forums had the exact same problem. Maybe a minor bug within youtube itself?

It's Definitely YouTube wide. We aren't the only ones having this issue. I ended up waiting a few hours and then the monetize worked just fine on it. Not entirely sure what it is. However it's all over reddit, google, etc. Perhaps just give it some time and then try again?

It's a current issue with YouTube, it can also effect editing videos. Just need to wait for it to sort itself out
