I'm not entirely sure what your trying to say there - do you mean that you have $9 in your paypal account but can't spend it or do you mean you are seeing that Freedom is due to send you this money and can't spend it yet? By the looks of the image you have shared it seems like you haven't been paid some of your earnings yet - have you tried requesting a catch up payment - these usually take 24-48 hours to be done and you can request it from the Freedom dashboard
