Solved I think that's a bug...

Well, I went to Freedom official website, I clicked Partener with us then simply i wrote my information well then i agree then google(youtube) access AFTER that it gave me the same page (applying one)! (make me back to apply page)
So where is the wrong!

The same problem, Keep making me back to apply page! I'am sure that my youtube channel is active one and it's not a new channel.

Yeah I have and it takes me straight to the apply website again. I've signed out and tried again and now its saying that the username I've been trying to use has been taken (I'm assuming there is some sort of delay between accepting the terms and the confirmation)

OK you need to visit the new Freedom support website and register if you haven’t already. Then just simply click “Create A New Case” and choose “Joining Freedom” from the ticket type menu and then in the message box just let them know what is happening and give them a link to your channel you are applying with https://freedom.desk.com
