Solved Heartbeat no "Channel Tips" section

I'm looking for my channel tips on my channel but only this shows up:

then when I click that, this shows up:

and if I click anywhere on that, it closes.

I need help on either how to fix it or link me to the youtube channel tips page.

This might be a bug or something, though I do not know much about hearthbeat, lets ask @Anthony Smith

this is a bug that has to do with us moving some things around. it will be back soon and have a newer and more interactive component.
