Is It possible to get fan funding enabled in the country so i can set it up because i am hoping to set up a support thing on my channel to help get new gear for recording since i was recently fired and struggling to find another job

Unfortunately no, YouTube currently does not support the Philippines for Fan Funding, until they do it won't be enabled for Freedom! partners. Freedom! are trying to work with YouTube to get it enabled but it is entirely up to YouTube if they enable it or not.
I would not look at Fan Funding as a source of income though, even channels with 1,000,000+ subs often don't receive any through it. If you want to look into fan funding then I would recommend Patreon.

There are indeed some features wich will never come available due to freedom having a No-lock contract not making it possible to enable some things.
I'd recommend StreamTip (https://streamtip.com) for receiving donations for your channel.
