Please can anyone tell me how to make a reaction to a video clip without getting a strike ?

Simply put it: You shouldn't

Unless you can actually give some funny and or critical comments on the clip, there no point. And if you can do that, you can only use small parts of the clip you're watching. Your video can not be used as a replacement for the original video. There's a whole lot of complex law stuff too it, just go see the recent h3h3 case.

or you can search up on youtube ncs which is no copy right should be first channel that channel you are allowed to use his music but as always give him credit.
