It depends whether they have permission from the person using it from or are working with the videos in a Fair Use reasoning. If it's Fair Use they can use it if:
  • They don't use much
  • They use it in a way to make their own content better
  • They don't harm the original by using it.

Is it possible to monetize videos with fair use licenses?
Yes, you can monetize someone else's content if it falls under Fair Use. Though reuploading someone's content or not adding much of your own does not fall under Fair Use, meaning you can't just post whatever and put Fair Use in the title. Remember to not add much content of someone else and you'll get a better shot at Fair Use.
