I see a lot of youtubers using footage from other peoples videos which have a standard youtube license and justifying this by adding a link to the other persons video in the description. Is this allowed on youtube?

It depends whether they have permission from the person using it from or are working with the videos in a Fair Use reasoning. If it's Fair Use they can use it if:
- They don't use much
- They use it in a way to make their own content better
- They don't harm the original by using it.
Just adding a link to the video does not make it ok to upload others content.

Yes, you can monetize someone else's content if it falls under Fair Use. Though reuploading someone's content or not adding much of your own does not fall under Fair Use, meaning you can't just post whatever and put Fair Use in the title. Remember to not add much content of someone else and you'll get a better shot at Fair Use.

There's no real percentage except for "The less the better". Fair Use is up to a judge to decide.
