Giving Content ID to a channel is something that happens very rarely because the entire channel needs to not have a trace of copyrighted content. For content ID your channel content needs to be 100% yours. If you use any third party music in one video you're out. If you use video assets by others you're out. This is why only such a tiny amount of partners have CID on their channels, also people overestimate how much Content ID will help them. It's designed for brands, film companies and record labels and not for any small channel. Think of it this way: When you get Content ID on your channel you can't use any third party things anymore as it will be claimed. The reason to that is you would be claiming videos using that music, essentially claiming it as yours by claiming it.
TL;DR: You probably won't get CID because it isn't designed for channels but only for brands.
If you are a music channel on the other hand you will be able to submit some of your music to Freedom!.
