So the PC actually does turn on and I'm assuming is posting BIOS, make sure your monitor display is attached to your GPU and not your motherboard.

First do you here any "Beeping"
And you should try to rerset the BIOS By
1.Unplug Computer
2.Remove The Battery (Clock)
3.Wait 5-30 Minutes
-----------------------------------------------------------------
Or You Monitor Is Bad Or Incompatible
-----------------------------------------------------------------
Or you GPU is Bad

ill try all that but do you think it could be a matter of not having the required power supply?

The odds are in the favor that your power supply unit is not capable of handling the GPU.
Your PSU must be a minimum of 500W for a 970, but it is recommended to have 650W for stability if you overclock your 4690K.

It is best to keep the option available for the future potential of overclocking.
You may not be in for it now, but you might want it later, and that's when you'll want it the most.
