I need to know how often I can change my name on YouTube and google plus also if I change it on one will it change it on both? If it does not change on both and then I do change it on both separately will that count towards the limit?

"Google+ supports changing your name only up to three times in 90 days."
Be mindful when changing names, as there are personal accounts (somewhat like a Facebook profile) as well as channel accounts (these are what you sign into YouTube with. In order for you to change your YouTube channel name, you have to change the name of the connected account.
You can do this by going to your Account Overview and clicking "Edit on Google" next to the name.
