Photoshop is photoshop only that is a specific software... what you mean is image manipulation I think... in which case your stuck with gimp if you want free.

If you want something simple but good, try paint.net

its taken me pretty far with just a few plugin packs when talking about channel art

GIMP, gimp is probably he closest free software you can get to photoshop. I use it all the time. There is also an online application called photopea.
