I've moved your post from a reply into this thread to be able to answer better.

Hello rachidruis,

To join the Freedom! Network you will need to be accepted by YouTube for monetization, and meet 100,000 views or have 5,000 subscribers.

In other words, you will need to wait for YouTube to approve you on the second page (This will take up to one month to complete) and then meet the above requirements to join Freedom!. Then, contact support and they can help you join Freedom!.
