Sorry to break it to you but you usually need at least 10k subs, often more. Freedom states this in their FAQ about getting verified.

Being verified is heavily influenced by how branded you are and how engaged and large your fanbase is.

Well, 10k subscribers isn't really a necessity. I've seen a 40 sub guy get verified (don't ask how, for I don't know)... But it's not an easy or necessary process for a channel to partake in.

There are many 100k+ sub channels without the verification tick.

AlphaOmegaSin - 489,000 subscribers, is not verified.
Watsky! - 775,000 subs, not verified either.
CinemaSins - 5,530,000 subscribers. One of the largest channels to not be verified.

It's a long process to be verified there is many guides I have seen people with 15 subs verified before. It's just about timing. To be verified on YouTube you need to be verified on Google+ as a Business or Person. But the larger the fanbase/following on youtube and google+ the less chance of denial.
