YouTube Can you create custom thumbnails without partnership?

Been a youtube partner for so long, pretty sure you need one to create custom thumbnails. For any of you who dont have a youtube partnership, are you able to make a custom thumbnails for your video ?

Yes you can. There's a box in your YouTube Features that says "Custom Thumbnails". If that's enabled, you can add your own thumbnails, partnered or not. Seriously, I've been using custom thumbnails since day one of my channel, before I became a partner.

You need to verify your channel with a phone number to use Thumbnails, you don't need to be in the YPP.
