With YouTube's new terms it is the requirement in order to able monetization.

As mentioned above it only means you won't be able to monetise your content in line with YouTube's new rules. Apart from that you could still upload and share content, and be active in the community you just won't earn any revenue from your views

It depends exactly how it is implemented. Could be that you are fine, or any future videos wont be able to be monetized.

Even if you have 15 to 20,000 active subs, it won't matter much as you likely won't be making that much money anyway. So concentrate on making legitimate entertaining content.
