Your video title, your channel name and any search terms you would like your video to be found with.
Tools like Tube Buddy (and heartbeat as well I think...) have something that can recommend tags for your video with high search and low competition. I used to think tags were completely useless but turns out they do actually factor in
Best thing is to use multiple words in tags, using the exact phrase that someone will search for. So you are better to use the tag "how to throw a ball" rather than "throw" "ball" "how to" although single words can still help.
Here are tags for one of my videos using Tube Buddy, the #1 means it's the first video listed when searched, so you want lots of low numbers like that.
It's also a very good idea to use consistent tags that will tie in all your videos. So you should always tag your youtube name, as well as the name of your series. This wont help much with search ranking but it will mean your own videos will turn up in the suggested box to the right.
Tubebuddy is indeed a great tool for the usage of tags. Always go with things that relate to your video to make them easier to find on YT.
