Is it normal for cold temperatures to cause swelling?

People usually use ice to stop swelling, right? It seems to be the opposite for me. I was out shoveling this morning, and when I came in, after my hands warmed up a bit, I found that the tips of a couple of my fingers were slightly swollen.

This is not the first time this happened. When I was in high school, in cooking class, I was washing potatoes in cold water. My fingers started to feel like balloons afterwards. Is this a normal thing for people, or does it seem to only happen to me?
