is it okay to make a copyright strike on a freedom partner?
even after you have warned them??

Yes of course it is as long as it isn't a malicious claim and has merit then yes you can make a copyright / take down notice against a Freedom partner. Though all I would say is proving they infringed on your copyright can be a bit difficult as they (YouTube) may look into whether or not you own the copyright to the content.

If you have the full rights to use the material that was stolen and are able to prove that, yes.
